By June 2017, we are at a grand opening celebration of an affordable and accessible housing facility in Central Saanich.  This being made possible by bringing together the talents and energies of local, regional, provincial and federal government along with one or more non-profit or private agencies.  The facility is serving the needs of a range of people.

By Oct 2018, Municipal service levels have been aligned to match priorities set by our community as part of the budget process.  New service delivery methods have resulted in further integration with neighbouring municipalities, holding tax increases to the rate of inflation.  Central Saanich and the CRD have made tangible progress in meeting GHG reduction targets for the region.

Implement bylaw changes to foster Keating Revitalization, including a comprehensive bylaw review of Keating Business Park to make redevelopment faster and easier and allowing live work force housing over businesses.  Begin in depth discussion with the Province to find feasible solutions to traffic safety on and off the highway.  Develop infill guidelines to allow infill development that compliments existing neighbourhoods.

Draft and implement a long term financial plan, keeping reserves healthy and debts low.  With 77% of property tax coming from residential properties, its crucial that our long term budgeting and reserve funds are sustainable.  Debt interest in 2015 is anticipated to be $371,565.  As interest rates rise we may struggle to carry additional debt.

Improved highway access that addresses safety issues and neighbourhood concerns and access to Keating, such as a Keating flyover or interchange.  Vacant land and run down buildings in Keating will have been redeveloped.  Maber Flats managed wet land is in place, improving water quality and fish and bird habitat in Graham/Hagan Creek, while more consistent flows improve downstream farming.

Initially, I want to establish a good working relationship with the newly elected mayor and other ccouncillors We can review established priorities and timelines, and develop new ones early in the mandate. Using identified goals, such as a program for revitalizing the Keating Road industrial area, we begin meeting these.

I would like to see an improved business tax base developed within the areas prescribed by the OCP. We should be looking to have a mixed tax flow which does not rely so heavily on residential homeowners. Having businesses close by assists the whole community.

Hopefully, the council has met its stated goals within the times ascribed. Personally, I would hope that the municipality is financially better off as a direct result of my efforts.  Finally, I hope that we have succeeded in supporting and protecting farms as they provide for our growing local needs.

By this point I would like to see the plan completed laying out a priority list of roadside trails/paths scheduled for upgrade annually over the next 5-10 years.

I would like to continue with Parks and Rec Committee so that I might continue as Chair of Peninsula Rec Commission which allows me to work with all residents on Saanich Peninsula. By this date I would like to see physical Panorama Rec bricks and mortar facilities in Central Saanich to allow our residents greater access to recreation facilities and programming for increased health as a district.

I will grow my understanding of the processes and establish a new voice at the Council table. I will investigate the delivery of a more user-friendly municipal website as a measure to improve public outreach. I will also review our infrastructure, sidewalk, and traffic priorities to ensure a common sense and low-cost delivery.

I would like to be appointed to the planning and development committee, agricultural committee, and liaison to the Peninsula Chamber of Commerce.  I will provide a new voice with a focus on planning for the improvement of agricultural, business and neighbourhood sustainability. I will do this by listening to our farmers, our small business owners, and the people of Central Saanich.

I want to leave Central Saanich better than when I found it. I will focus on delivering a more vibrant community  — one with opportunities for everybody. My common-sense decision making process will prioritize respecting your tax dollars, maintaining and growing business and attainable housing, and protecting our farmland.

In cooperation with its Economic Development Advisory Committee, Council has initiated an active partnership with local businesses in a “Closer is Better” campaign designed to encourage residents to make shopping in our commercial centres (Saanichton, Brentwood, Keating) a priority.  Just like we need to Eat Local to support local farms, we need to Shop Local to sustain local businesses.

In order to encourage citizen participation in local government, Central Saanich has significantly upgraded its website to be more visually appealing and user/citizen friendly and is actively engaged on relevant social media platforms.  By now (and hopefully a lot sooner), on-line public hearing packages include all relevant background information – no more searching through the archives!

What would you like to have accomplished by Oct 1, 2018
Council has actively engaged the community over time in a meaningful discussion about the costs of running local government.  Citizens now have a better understanding of the “big picture” – what local government does and what it costs to do it.  The community is now in a stronger position to make informed decisions about service levels, taxation and long-term financial sustainability.
